Notice of Public Meeting

The Town of Encampment, Wyoming, will conduct a public meeting at 5:30 p.m. local time on May 29, 2024, in the council chambers at Encampment Town Hall located at 614 McCaffrey Avenue. The purpose of the meeting is to allow citizens to review and comment on the following project:

The Town of Encampment Lagoon Improvements, Phase 2 Project will make improvements to the existing lagoon cell(s) in order to meet water quality compliance requirements currently not being met by the Town of Encampment. Specifically, periodic discharge permit limits for BOD and pH have been out of compliance due to inadequate treatment. The upgrades to the treatment process under this phase of the project will include installation of a submerged air diffusion system to improve aeration and denitrification activity as well as the installation of baffling within lagoon cell one to reduce short-circuiting and improve treatment. A new building will be installed adjacent to lagoon cell one to house the submered air diffusion compressors and controls. The limits of construction for this project are completely within the boundary of the existing lagoon facility.

At the meeting, the Town of Encampment will present the preliminary design of the proposed project and will discuss the estimated cost of improvements and the plan for funding the improvements. A preliminary plan of improvements, cost estimates, and the funding plan cal also be reviewed at Encampment Town Hall located at 614 McCaffrey Avenue, Encampment, WY. Contact Doreen Harvey at (307) 324-3058.

Based on current cost estimates, the Town of Encampment intends to borrow $500,000 from the Wyoming Clean Water State Resolving Loan Fund administered by the Wyoming Office of State Lands and Inventments with 75% Principal Forgiveness. User rate fees will not be increased as a result of this project. Loan term will be 1.5% interest rate and the term of the loan will be 20 years.

Carbon County ALERT

Carbon County is able to send you emergency alerts via text message, email, pager, or voice mail (in extreme cases), based on your preferences. It is important that they collect this contact information because many households no longer utilize traditional land-based telephone lines.

The system is intended to be used for emergency alerts, as well as non-emergency incidents that may have significant impacts to residents. Emergency Alerts could be related to specific hazards that require some kind of action be taken such as evacuation, shelter in place, boil water orders, etc. Non-emergency alerts could include significant transportation problems with prolonged impacts or significant ongoing police or fire activity. This list is not meant to be all inclusive, and demonstrates that this system will not be used for routine information. In addition to receiving information on your wireless device, you may also receive notification on your land telephone line (if you have one) depending on the type of incident or event.
